It's because Congress got away when they did away with earmarks, they also got away with line item appropriations. And we got away from line item appropriations. We became bundlers. And When you bundle and you just give the agencies a large chunk of money, Congress loses the authority to know how that money is spent. Who we yield it to is people like Joe Biden when he was in office and those, those that he appointed to those agencies. That's why there was so much fraud, waste and abuse. (06:05–06:13)
