When the crude prices drop, then that's when we want to purchase and fill the reserve back up. That involve appropriations from you guys or some legislation, possibly. We've been working with the White House on that to find out what they would need from us through the Department of Defense. Because it's national security interest. And because it is a national security interest, even outside of the Department of Defense, there's monies that could be put in there without us having to appropriate anything. (04:00–04:08)
