Well, first I'd refer you to. There was a bipartisan unanimous statement by the Commission back in 2006 when I was a commissioner regarding corporate penalties. Basically, what we were looking at is oftentimes penalties that are assessed against corporations are because of issues that basically harm the shareholders themselves. (03:41–03:51)
