We have to lower healthcare costs. It is a shame that Wisconsin is one of nine states that has yet to expand our Medicaid program under the Affordable Care Act. And it's because Republicans in the legislature have continued to play games with people's health. And it feels like it's always an attack on Milwaukee, an attack on Madison, attack on cities. Well, these Republicans are doing harm to the people they represent in their districts by not expanding our Medicaid program. (02:40–02:45)
