Well, what we are finding that the states that are making great progress, it's through their own innovation. It's not coming from the Department of Education. I think The Department of Education is really misunderstood about what our function is. We don't teach one student. We have nothing to do with the curriculum that are in any states. We are a pass through pathway from money that's appropriated by Congress to get to the states. (39:05–39:10)
