It doesn't do any of that. What it does is channel funding that is appropriated by Congress through to the states. And there are some competitive grant programs. Some of those [funding programs] could change into more block grant types of funding for states. And then it will be truly in the hands of the state officials, state and local officials to distribute that money where they really believe it needs to be spent. (03:13–03:18)
