We had a huge flood that, I mean destroyed much of our area. That was a perfect example of certificates of operation. Certificates of operation should not be obligation obligation. Certificates of obligation should not be used for 'we deserve, we want, we like' projects. I can only imagine if we had a true emergency, what would happen when we've extended all this money out there. (07:57–08:02)
