I'm not hoping that members of Congress are rated. I know that members of Congress are going to rate it and they've been doing it for a long time. There's a reason why the revolving fund is not revolving is because there are members who take money out of the revolving fund and they give it as earmarks to members of their district. And by the way, there are a lot of fantastic examples of how members, I'm sure of this committee have secured these earmarks for their district. (02:47–03:00)
