There was a lot of pressure to not take that vote. But once it came to the floor, it was really the pressure of the voters that members of Congress listen to the most. We had every member of the House of Representatives, except for one vote to pass that, it passed the Senate by unanimous consent and was signed into law by the President almost immediately.
