Now, as a member of the Congressional Black Caucus, we know that this kind of policy is in fact not a crisis, it's a reoccurrence. During Jim Crow, African American businesses were not allowed to receive resources from the federal government. We also know that members serving our armed services of African descent weren't allowed the GI Bill. And we know what happened because of those horrible and racist and cruel policies, the permanency of poverty laced communities that were directly affected. (17:16–17:23)
