They do have the authority, the Bureau of Reclamation, as the water master for the lower basin states. And what we have, what's happened most recently here in Arizona is we had The Department of Interior stepping up and saying that they were going to take that role seriously and they were going to require that all of the states come together with a plan to reduce their use of the Colorado river waters. so as to protect the resource. And yet they didn't follow through. So the states did not come up with a plan. And the federal government that has that authority didn't come up with that plan either. (05:23–05:40)
