That seems to require adding lots of words to this statute because we have a decision by the Secretary under the Veterans Benefits Law, and now we're having to decide what are the questions that are necessary to the Secretary making that decision. And One of those questions is whether there's like a first principles precondition that prevents the Secretary from applying that law. And I don't see why that's not like. Not only not. I mean, that is like the most necessary question to the secretarial decision because he couldn't make the decision in the first place. (01:34–01:45)
