It's also a question of coordination, collaboration, because it's how we spend what we spend that matters as much as how much we spend. And that's part of the argument I'd be making to European allies. If The Ukraine war has taught us that by having different capabilities in different countries in different ways, we haven't actually been able to be as effective as we might otherwise have been if we'd coordinated in years gone by. And I think it's really time for Europe to be much more united, much stronger on this issue. And that's one of the arguments I've been leading on and making to allies and leaders for some consistent and considerable time now. (42:04–42:18)
