So how do we stop the re offenders from offending? Well, we talked about, first of all, we changed our bail laws, we changed our discovery laws. And so I've made a lot of changes in just the laws that govern the administration of the criminal justice system. Now, I'm not saying that we can stop every single crime and that situation is abhorrent. Clearly an individual who does their time shows that the system worked on the front end. (22:24–22:32)
