A lot will depend on the guidance that comes from omb, which is a federal agency that runs their budgeting. As an example, we have 7,800 employees out of our 80,000 in state government that are funded with federal dollars. In the past, when there's been a shutdown, OMB Guidance has said the states will pay them and then get reimbursed once the shutdown ends.
