Obviously the commission doesn't regulate the city water operations, but the smaller operations, when it comes time to deciding about transmission line construction, what kind of areas are they going through? How do we protect the environment that [the transmission line] is going through? So we don't, you know, get solar, but ruin a whole bunch of environment by putting transmission lines through it.
