That is first and foremost about what this is about. This, Mr. President, will make this country safer, stronger and more prosperous. It addresses military modernization. It addresses securing our border. It addresses restoring energy dominance. It extends tax relief for the American people so they can avoid a $4 trillion tax increase at the end of the year.
