And those reforms need to get implemented now for states who are out of compliance. We allowed plenty of time. There's a lag here, there's a delay, there's time for them to come into compliance. But There are way too many states who are gaming the program. And the abuse rate, the fraud rate in some of those programs and the way that states are abusing them needed to be addressed and we did it. (06:07–06:11)
