And based on what you're describing to me, I'm not candidly able to respond to it in total because I'm not aware of what the ultimate policy. Just basically, If you pay a higher rate, you are exempt from judicial oversight. In other words, the courts have no role in approving the permit. I think, Senator, I candidly want to look at the entirety of the bill and what the other reforms are and see how they tie in with other provisions of the, of the bill before I would opine as to that particular provision.
