Well, I think Congress is and has to obey the laws and make sure that the executive branch of government obeys the laws. And the power of the purse is the most obvious place. Congress in the Constitution is designated as the sole source of actually where revenues come from and how they're to be spent. And at times the White House appears to disregard that.
