We would have time to structure a new treaty that would extend into the future. We haven't talked much here about China, but clearly China is looking at this situation. We know that China is improving and expanding their nuclear capacity, not just with missiles on various bases, but also with other delivery systems, submarines, vessels of various kinds, as well as airplanes and the like. If they knew that the United States was not entering into an expansion of our nuclear weapons systems, there would be an opening, an opportunity to engage China in some sort of a mechanism to restrict not only ourselves and Russia, but also China.
