It just was a terrible failure at doing something that we need to do. We do need to rein in the budget. But I'll brag about when I was mayor of Provo. When I was mayor of Provo, it was 2010, we'd just gone through the housing slump. My predecessor had cut the budget, and I had to cut the budget by 9%. We went to our employees and said, what can we. What can we do without? And my employees gave us 100% of the suggestions to cut 9% of the budget. (42:01–42:10)
