But the federal government spends about $6.7 trillion a year. So, and there's a lot of spending that isn't Medicare, isn't Social Security. It's under the category of mandatory spending programs. But There's still about $700 billion of non Social Security, non Medicare mandatory spending. To me, that's sort of the ripe target. But here's the problem.
