And clearly the law enforcement model, which typically would require an arrest and a court appearance and the like, a lot of the rights that American citizens have certainly don't apply to foreigners. And I think The President is operating within constitutional authority to stop these cartels from shipping this poison. It's killed tens of thousands of Americans over the years.
