Putin's invasion of Ukraine just over three years ago was an obvious violation of another international agreement that Russia was a party to, the 1994 Budapest Memorandum. Under this agreement, Ukraine willingly gave up its arsenal of nuclear weapons, the third largest in the world, in exchange for security assurances by Russia and other signatories. (12:19–12:33)
