Madam President, I want to begin my remarks this afternoon by reflecting on the tragic shooting at the Dallas ICE facility that happened just last week. One detainee was killed and two others were injured by a 29-year-old shooter who was later found dead on the scene from a self-inflicted gunshot wound. This is not the first attack of its kind against the immigration enforcement officials in Texas. In fact, this is a fourth in as many months. (00:12–00:25)
