But we modified some of the funding stream to make sure that counties and cities of certain size, I think it was a half a million people, could get that money directly. And now I've introduced legislation...that gives the states and counties and cities more flexibility in spending that COVID 19 relief money on other worthy projects if they don't need it for COVID 19.
