Those are the types of things where we can make value judgments and we can start to make changes. The other thing that we need to be is utterly transparent. In the legislature, In the last budget, they said they were going to introduce them. They're going to have special education rates, were going to be reimbursed to 48%. When the dollars came down, they were really in the low 30s. That's not good enough for us in Wisconsin.
