Their so called warrant requirement section simply restated existing law that the FBI can't unilaterally target US Persons when collecting surveillance. That's already illegal and not at all what the current policy debate is about. Even worse, The sloppy way they drafted this provision may have actually expanded warrantless surveillance. in some cases not eliminated it. So it became clear very quickly that Republican leadership, both here and in the administration were trying to pull one over on the entire membership of this House. (01:53–02:00)
