The New York State assembly has a wide Democratic majority that keeps churning out progressive legislation every year, every year for decades. And then When it comes to the State Senate, that's it. It hits a wall. Nothing happens because there's been a Republican majority. And the reason there's been a Republican majority is because of the Independent Democratic Conference.
