Thank you, Mr. Chairman. This amendment would ensure that our state and local governments have the capacity and the federal support necessary to comply with this bill. Unfortunately, my Republican colleagues just voted against removing the automatic approval provisions in the amendment we just considered. But perhaps this can be a compromise that helps our state and local partners to be able to comply with the bill. (00:01–00:10)
