Just yesterday, as chairman of the House Oversight Committee, [I] announced the creation of a task force on Defending Constitutional Rights and Exposing Institutional Abuses, which will hold hearings on improper payments and investigate reports of fraud within federal programs. I've also introduced legislation, the Stopping Fraudulent Payments act, which would prevent treasury from making payments which are flagged by the Do Not Pay system, have indications that they are elevated risk of fraud, or for which agencies cannot verify the identity of the recipient.
