And you can't then detain them for purposes of immigration when they're a complete legal American citizen, when they have tried to provide information showing that they're an American citizen, where you have declined to receive that information which you saw in this video. What we are seeing again and again is discrimination only to the extent that it applies to certain groups. So they are discriminating only as it applies to are you a Latino person, are you a Somali person? Once that's been established, as far as we can tell, there are countless incidents where the arrest, the detention is indiscriminate. (22:40–22:50)
