And then people in the city end up getting stuck with the burden. It's a problem. And what that means is we've got to be very cognizant of how we use our tax dollars. We can't just be throwing money out the door and doling money out to different nonprofits, as benevolent as they may be. We've got to do the right thing by the taxpayer. And yeah, at times that means cutting back. And so that's part of the responsibility for us. (14:01–14:08)
