Something like 40% of Californians vote for Republicans. 18% of California federal legislators are Republicans. So our basic contention is that Democrats have rigged the game. They've made it so that even when the American people vote for Republicans, they don't necessarily get Republican congressional majorities. And so we're encouraging states like Indiana, like Missouri, like Florida to go in the other direction and to actually counterbalance that Democratic unfairness. (14:03–14:10)
