We can only hold our president to clear and consistent standards if ethics reform is built through careful, comprehensive, bipartisan work. And this bill was not crafted through that kind of process. In fact, House Republican leadership attached provisions from the partisan SAVE act to this ethics framework. The SAVE act, as you'll recall I've addressed it in earlier sessions, is the partisan bill that would require documentary proo of citizenship to register to vote and create additional requirements for voting by mail.
