Well, we've said from the beginning that a bipartisan spending bill requires Republicans to sit down with Democrats and to reopen the government. But unfortunately, during this shutdown, Republicans have actually refused to have a conversation with us as Democrats [during the shutdown]. And all we've asked for is to try to find common ground so we can improve the lives of the American people in an environment where the cost of living has been way too high for far too many people.
