I think the biggest concern was that the cost was too high at 1.8 billion with a surplus just over 2. We really felt that this would set us up for difficult times in the years ahead. We're also looking at a looming cut with the hospital assessment if that doesn't come through from the Trump administration. Again, increased costs for Medicaid and a potential recession in the years ahead that would increase costs for the state and decrease revenues. So all of that uncertainty combined just was too much on this bill. (10:08–10:16)
