Correct me if I'm wrong, but why not take care of some of this enforcement during hours where you would be less likely to encounter the public and to that effect less likely to detain an American citizen who you believe might be obstructed? We go where the threat is and we're going to go at the optimal time those threats are present. Think serving a warrant, things like that, or these targeted enforcement efforts. What you may not realize is Those efforts occur 24, 7. Oftentimes we cannot control where that suspect is at a given time. (24:15–24:21)
