There were people that died here in my home county of Travis county, many more, including lots of little kids in Kerrville right up the road. Kristi Noem herself, through her own quote unquote financial protection policies, delayed search and rescue from that flood by 72 hours. You shouldn't have to think seven seconds before sending search and rescue in a flood like that. (00:37–00:49)
