To be clear, it's perfectly legal. There's, There's nothing in the United States or Texas constitutions or in any law anywhere that prohibits Texas from being able to do this [redistricting]. In other states like California, California and New York, they have constitutional provisions that tie their hands. That does not exist in Texas.
