There are areas that had public schools where now businesses are locating as opposed to residences, and therefore there are fewer students there. There are other things that are driving this also because property taxes are higher in Houston and Harris county than some of the suburban areas, you're seeing new schools pop up in sub suburban areas, whereas schools in inner cities may be closing.
