First of all, when EPIC started claiming that they had created a city center which was really nothing more than a drawing, they never broken ground. They never began instruction or anything like that. The state of Texas conducted five investigations from five different state agencies to investigate [EPIC] and to halt their ability to get anything going. After that, the Texas Attorney General filed a lawsuit to put a stop to it, and EPIC was exposed for the fraud that they were, and that had to completely shut down. (11:26–11:37)
