Published | Video Starts at 01:00

If Houston Police Department does not deliver the way they're supposed to and comply with the contract the way they're supposed to, it will mean that the city of Houston will lose more than $100 million and be required to pay that money back to the State of Texas. As of right now, these extra law enforcement funds that would be going to the city of Houston are no longer flowing there because as of right now, the city of Houston still is not in compliance with that contract agreement.
