The future of the state of Texas will be governed in large part by the quality of higher education. We've seen the way in which, even though governmentally California is not nearly as effective as the state of Texas. California has been able to succeed because they've done a great job with their university system. It's unbelievable. It's not just like Cal Berkeley.
