But at the same time people have paid enough. And so my plan is to free the rates and until freeze the rates until we can ensure that industry is paying its fair share. Greg Abbott's proposal only insures profits for for-profit companies who are in the business of utilities. That's all it ensures. It does not ensure anybody's bill goes down.
