The problem is it could be bought on either side of the political aisle. Interestingly, we have this year's ballot some public financing opportunity to allow non charter cities. When I was mayor we did public financing for mayor's races. Only chartered cities, which there's a handful in California can do that. This would allow all cities to run with public financing.
