And I think the same would be true of the Cap and Invest program that we, we had to right size it, figure out how to make this work. That's why the rebates were important to me. We didn't have to do that. We could have redirected 56 to $58 billion. Not to consumers. We chose to address the issue of cost as a priority in the Cap and Invest program.
