In effect, what this does is it allows the left to say, oh no, we didn't repeal the Taxpayer Bill of Rights. It's still on the books, which it would be. It's just Proposition HH guts [the Taxpayer Bill of Rights] by allowing the state to keep an ever-increasing amount of money that right now should be refunded back to the taxpayers.
