Well, I don't know that they've attacked it in the right way. I look at some of the people that have actually had the job. There's actually a division with MCSO called the Court Implementation Division. If you have people assigned there and they haven't successfully implemented those issues, you're either not putting all the effort that you need to put in, or you have the wrong people trying to solve the problems.
